LED screens for public procurement and tenders
We support the procurement of an LED screen from specification to commissioning — under the Kazakhstan Law on Public Procurement and quasi-public sector rules.

What we do before the tender is announced
We help shape the specification so it describes the required result, not a random set of parameters:

Domestic manufacturer preferences

Participation and delivery

Warranty and service after handover
Warranty 2–5 years depending on the model, scheduled inspections, module replacement from the Almaty warehouse, remote monitoring.
A public tender for an LED screen rarely fails at the bidding stage — it fails earlier, in the specification. If the terms say «LED screen 6 by 3 metres», what arrives is whatever is cheapest: indoor brightness on an outdoor facade, or a refresh rate that makes the screen flicker on camera. KazLedPro has supported such procurements since 2012: from the specification to the acceptance act and warranty service.

A specification that can be verified at acceptance
A specification should describe the result, not a brand. We help word the requirements so that several suppliers can meet them, but nobody with unsuitable equipment can. That means measurable parameters: pixel pitch and dot density per square metre, brightness in cd/m², refresh rate, ingress protection, maximum and average power consumption, cabinet weight, operating temperature range and warranty period.
Every one of them is checked at acceptance against the datasheet and on site, so there is no later argument about «equivalents». The difference shows immediately: an assembly hall needs brightness of roughly 500–1,000 cd/m² and a refresh rate no lower than 3,840 Hz so that filming a ceremony comes out without banding, while an outdoor facade needs 5,500–7,800 cd/m², IP68 and a range from −40 to +50 °C. Along the way we calculate resolution, power and weight — figures the budget estimate and the electrical specification both need.

Contract delivery, acceptance and documents
After the award, the schedule for delivery, installation and commissioning is fixed in the contract. The screen is assembled and configured by our crew, while the customer prepares the electrical supply in advance to our specification — this removes the main cause of delay on public-sector sites, where connections are approved separately. At acceptance the customer receives a passport with serial numbers of cabinets and receiving cards, certificates of conformity, the wiring diagram, configuration files, acts and a warranty card.
Our public-sector record covers the whole country: an LED screen at the Talgar city administration (2021), at the Border Academy of the National Security Committee in Almaty (2022) and in the National Security Committee building in Taraz (2021), an outdoor P10 at K. Zhubanov Aktobe Regional University in Aktobe (2021), 100 m² of P3 at the I. Zhansugurov Palace of Culture in Taldykorgan (2023), 62 m² at the House of Culture in Aksay (2021), screens at Yasawi University in Turkestan (2021) and Nur-Mubarak University in Almaty (2022), a clinic in Turkestan (2021), the Children and Youth House in Karaganda (2021), and gymnasiums No. 130, No. 132, No. 133 and No. 153 in Almaty.

Contact before the tender is announced
It is worth calling while the budget is still being planned. We visit the site, survey the hall or facade, calculate the configuration and provide an estimate that sets the ceiling price of the tender.

Specification and scope
We prepare terms of reference with verifiable characteristics, the scope of supply and requirements for installation, warranty and training. The customer edits and publishes them in their own name, with no tie to a single supplier.

Bid submission
We assemble the package on time: certificates of conformity, domestic manufacturer registry documents, warranty obligations, evidence of similar deliveries. The bid goes in on goszakup.gov.kz or the Samruk-Kazyna procurement portal.

Contract and delivery
Once the contract is signed we ship the equipment, fabricate the steel structure, install and start the screen. The customer prepares the power supply to our electrical specification, and the dates follow the contract schedule.

Acceptance and warranty
We hand over the screen with the full document package and train the staff to work with content. After that: warranty of 2–5 years depending on the model, scheduled inspections and module replacement from the Almaty warehouse.
What the price depends on
In a tender the price is settled at bidding, but the ceiling price — and the very possibility of getting the right screen — is set earlier, in the specification. Below is what affects the outcome most. We prepare an exact estimate for budget planning from the dimensions of the hall or facade, and a commercial proposal with a full specification within a day.
Pixel pitch and area
The finer the pitch, the more LEDs per square metre: P2 against P4 means four times the dots. The area is set not by preference but by the depth of the hall and the distance the audience watches from.
Outdoor or indoor build
An outdoor screen carries 5,500–7,800 cd/m², IP68 protection and operation from −40 to +50 °C. An indoor one needs less brightness and protection, so two tenders of the same area are not comparable with each other.
Steel structure and installation height
The frame, work at height and lifting equipment are part of the supply only if the terms say so. Leave them out and the winner delivers boxes, while the customer has to buy the structure in a separate tender.
Electrics and control
Video processor, receiving cards, computer, cable routes, the number of power lines. We issue the electrical specification in advance so that preparing the supply does not become a second procurement in the middle of installation.
Domestic manufacturer preference
The KTP industrial certificate gives a conditional discount on our bid and priority under domestic-producer support rules. For the customer it is a lawful way to get a screen of Kazakhstan assembly with service inside the country.
Warranty and service in the contract
Warranty term, response time, availability of spares and the obligation to service the screen after handover. Service requirements in the terms affect bid prices, but they prevent a dead screen two years later.
Questions and answers
Can an LED screen be bought through public procurement, and what does KTP status give?
Yes, most of our screens for schools, universities and city administrations were bought that way. KazLedPro is in the registry of domestic manufacturers with a KTP industrial certificate: under domestic-producer support rules our bid receives a conditional price discount and priority. The customer gets equipment of Kazakhstan assembly and service inside the country.
Who should write the technical specification?
The customer, but based on a calculation. We survey the hall or facade free of charge, calculate resolution, brightness, power and weight, and hand over a draft specification that the customer edits and publishes in their own name. That way the terms contain verifiable parameters rather than a copied tender from elsewhere.
Will such a specification not be tailored to one supplier?
No, as long as it states characteristics rather than brands and part numbers. We deliberately describe the result: pitch, density, brightness, refresh rate, protection, power, warranty. More than one offer on the market meets those requirements, while equipment unsuitable for the task is filtered out at the bidding stage.
Which documents do you attach to a bid?
Certificates of conformity for the equipment, documents of the domestic manufacturer registry and the KTP industrial certificate, warranty obligations, evidence of similar deliveries and the technical specification of the proposed model. The full list depends on the conditions of the particular tender and the requirements of the platform.
Do you work with the quasi-public sector?
Yes. Besides goszakup.gov.kz we take part in tenders on the Samruk-Kazyna portal and in procurements of national companies under their own rules. The procedures differ, but the preparation is the same: survey, calculation, specification, document package, delivery and installation within contract dates.
What if the budget is approved but the configuration does not fit into it?
We work through the options: a different pixel pitch at the same diagonal, a different type of structure, or splitting the supply into stages — the screen now, the second phase and the lighting next year. An honest calculation before the tender is announced almost always yields a workable option within the approved amount.
What about warranty and service after the act is signed?
Warranty of 2–5 years depending on the model. A warranty case is closed by replacing a module, power supply or receiving card, with spares kept in the Almaty warehouse. A separate service contract covers scheduled inspections and a fixed response time — for public-sector sites that is more convenient than one-off requests.
Do you deliver to the regions under contract?
Yes. Our portfolio includes sites in Astana, Aktobe, Karaganda, Taraz, Taldykorgan, Turkestan, Aktau, Kokshetau and Aksay. The travelling crew brings its own tools and a stock of spare modules, and travel costs are included in the bid price in advance rather than appearing during delivery.
